How to fix this issure? what i should do ?

First if you DELL Laptop was still under warranty Please Call Dell, may be it will spent much time to call them ,it is sitll worth it .

If you don’t call them ,try to slove the problem by yourslef

1.Try booting up without battery and then plug the battery in. Let it work for a couple of minutes until the battery icon appears in the task menu. Worked for me It seems that the system has to ‘learn’ how to handle a fully discharged battery. In normal circumstances system hibernates when the battery gets below 5% so when you have a fully discharged battery system ‘does not know what to do’ and displays the first default information it has which is ‘plugged in…. fully charged’.

2.Updat latest version of Dell’s Quickset program. This program just recognized my laptop battery is getting near the end of it’s life cycle.

I think it might be this program that is not recognizing your battery.

Go here and download and install any programs and drivers you need.

3.UPdat you Bios ,There is supposed to be a BIO fix for this. Not sure if it will work, as I already did this .

you could take out the battery and use it with just POWER .

i got a replacement battery (because mine was only holding a charge for about 30 minutes) that i put in after the system restore.
